Meet the Team at Bilardo & Associates, LLC

Francis (Frank) J. Bilardo, CPA, Managing Partner

Frank is the Managing Member of Bilardo & Associates, LLC. He became the Managing Member in 1997. Prior to starting his own firm, he was an associate at a local CPA Firm.

Frank practices in the areas of business consulting, bank negotiations, financial statement preparation, individual, corporate, non-profit, and estate and trust tax return preparation, and IRS audits. He works with many of his clients in a Controller / CFO capacity whereby he handles all of their financial matters in addition to performing their day-to-day accounting tasks and preparing their year-end business and personal tax returns. In this capacity, he has his finger on the pulse of his client’s business 24 hours a day / 7 days a week and can advise them in any of their business matters extremely, effectively, and in a timely manner.

Frank’s professional affiliations include memberships in the American Institute of Certified Public Accountants, the Pennsylvania Institute Of Certified Public Accountants, and the Society of Public Accountants. He's also currently serving as a member of two committees of the Pennsylvania Institute of CPAs: Committee on Legislation and Local Taxes and the Cooperation with the Bar Committee. He has an undergraduate degree from St. Joseph’s University.

Andre C. Bennett, System Administrator

He's an entrepreneur with more than 17 years of professional and hands-on work experience in Information Technology. As the Chief Consultant of Expert Computer Specialist, Andre handles everything from setting up email accounts to system integration of an entire organization.

Andre holds a BA in Management of Information Systems from Eastern University. In addition, he has been Microsoft Certified since 1999. He is highly intuitive and analytic with excellent technical and problem-solving skills. He's very motivated and people-oriented with the ability to work independently or within a group setting.

Jesse Crowe, Associate

Jesse recently earned his BS Degree from St. Joseph’s University and is currently studying for the CPA with the ultimate goal of obtaining his CPA license.

David Etkin

David Etkin, Associate

David earned his BA in Liberal Arts from Wright State University in 2000. His studies focused on organizational communications. David earned an A.A.S. in accounting accompanied by additional certification in the field from Montgomery County Community College in 2011. Subsequent to completing coursework and demonstrations of competency, QuickBooks named him a ProAdvisor. In 2012, David became a Public Notary. Because of his commitment to professional excellence, he is currently studying for the CPA with the ultimate goal of obtaining his CPA license.

David has completed the Annual Filing Season Program in 2016 and 2017 with the IRS. It's the Annual Filing Season Program that will allow unenrolled return preparers to obtain a record of completion when they voluntarily complete a required amount of continuing education (CE), including a course in basic tax filing issues and updates, ethics, and other federal tax law courses.

Mark Maguire, Senior Executive

Mark Maguire is a senior executive with extensive general management and international experience. His employment history includes positions as General Manager, Country Manager, Regional Business Manager, and CFO with Fortune 500 companies Rohm and Haas, GlaxoSmithKline, and Scott Paper. His international experience spans Asia over 19 years including 11 years in Japan, 7 years in Thailand, and a year in China.
 
Mark currently consults with small businesses through SCORE. Mark also practices in the areas of CFO/Controller Services, business consulting, bank negotiations, financial statement preparation, individual, corporate, non-profit, an estate and trust tax return preparation, and IRS audits. 
 
In addition to his consulting practice, Mark served as Chairman of the Philadelphia Chapter of SCORE, a national volunteer organization providing counseling to start-ups and small businesses. He was also Program Executive for the Business Building program at the Wharton Small Business Development Center. Maguire also has conversational Japanese language skills.

Michelle Register, Office Manager

Michelle Register, Office Manager

Since joining the firm in 2009, Michelle has become an integral part of our accounting team. Michelle is currently responsible for the day-to-day operations of the firm, an assistant to the accountants in tax preparation, billing, invoices and the general operation of the office.

Michelle’s extensive background in data entry helps us update and maintain clients QuickBooks files on a monthly, quarterly, and yearly basis. Michelle is also responsible for the scanning and tracking of all tax returns for the firm.

Michelle provides a courteous and friendly response to all of our clients who phone or visit our office.

Jayne Shearer, Bookkeeper

Jayne Shearer supports small businesses in the Greater Philadelphia area in managing their day-to-day operations. Over the past 17 years, Jayne has worked with accounting and consulting firms, real estate developers, property managers, lawyers, and a variety of skilled craftspeople to efficiently run the companies they own, including maintaining financial records. She is recognized as a QuickBooks expert and – having developed processes for construction and property management, retail, manufacturing, and professional services – is frequently called upon by accountants to set up bookkeeping systems for their small and start-up clients.

With an established reputation for the highest level of quality, integrity, confidentiality and customer service, Jayne has been asked to provide assistance to an aging population of high-net-worth individuals with regard to household and money management. Through her newly formed company, The Home Advantage, Jayne assists seniors with bill-paying, insurance claims, tax and legal matters as well as coordinating household and personal services to enable the enjoyment of retirement, free from the stress of “the paperwork.” Through a network of professionals, The Home Advantage helps seniors and their families negotiate the transitions of elder care – from supporting daily activities, to managing health care, relocation, and estate issues.

Jayne is a Certified Senior Advisor, a credential that requires individuals to understand concerns specific to senior citizens, to pass a rigorous exam, to keep current in matters related to aging, and to uphold the highest ethical standards for the benefit and protection of the health and welfare of seniors. Jayne is also a member of the American Association of Daily Money Managers.

Prior to starting her own business, Jayne was Executive Administrative Assistant at The Diversified Search Companies, named one of the Top Fifty executive search firms in the country. Her prior experience includes administrative and supervisory positions in consulting firms and banking.

Leo

Leo earned his BA in Economics from Bates College in 2010. He completed his Post Baccalaureate certificate program from Saint Joseph’s University in 2014. Leo passed the CPA exams in 2015 and became licensed in 2017. Leo is dedicated in providing tax, bookkeeping and financial planning services to his clients. He is currently finishing up his Master’s in Financial Services from Saint Joseph’s University. Leo’s professional affiliations include the American Institute of Certified Public Accountants and the Pennsylvania Institute of Certified Public Accountants.
